Kikuube Residents, Leaders Protest Appointment of District Land Board Chairperson

Led by Francis Twesige Mukoto, the Kabwoya LCIII Chairperson, the residents and some area MPs including Francis Kazini for Buhaguzi County and Stephen Asera Itaza for Buhaguzi East demanded that his appointment be cancelled accusing him of being behind the rampant land grabbing in Kikuube.

The appointment of Ignatius Muganyizi as the district land board chairperson has drawn protests among residents and leaders in Kikuube district.

Muganyizi was appointed during the council sitting that was held on Friday at Lake Albert Guesthouse in Kyehoro landing site Nkondo Parish Kabwoya Sub County. During the council session, 11 out of 24 councillors voted against the appointment of Muganyizi as the Chairperson Kikuube district land board.

The other members on the committee are Tibeita Tusabe, Sarah Atagwireho, Muzamil Balihamwe and Peterson Kyomuhendo.   

However, a few minutes after appointing him as the land board chairperson, residents from Kikuube stormed the council venue protesting his appointment.

Led by Francis Twesige Mukoto, the Kabwoya LCIII Chairperson, the residents and some area MPs including Francis Kazini for Buhaguzi County and Stephen Asera Itaza for Buhaguzi East demanded that his appointment be cancelled accusing him of being behind the rampant land grabbing in Kikuube.

According to Mukoto, Mugnayizi who previously served as the Kabwoya sub-county lands committee chairperson from 2009 to 2016 allegedly connived with tycoons and issued Titles leading to evictions of people from their ancestral land.

John Mugabo, the LCI Chairperson of Kyabayanja says during his time of office, Muganyizi connived with tycoons and titled 925 hectares of land belonging to residents.  The land covers the six villages of Kyabayanja, Kimbugu, Kiburara A, Kiburara B, Nyamiriki and Nyangabi. He wonders how such a person could be appointed to head the district land board.

Phillip Komubitoke, the LCI Chairperson for Kyamugabi also in Kikuube says while serving as the Kabwoya sub-county area land board chairperson, Muganyizi connived with one Maria Consolate and titled people’s landing measuring 420 hectares.

Fred Bainomugisa, the Youth Chairperson Kabwoya sub-county says in August they wrote a petition to the Kikuube District LCV Chairperson together with the district council notifying them not to appoint Muganyizi as the district land board Chairperson but they are shocked that the council went did not heed to their advice.

Amlan Tumusiime, the Kikuube RDC says that he is surprised that the councillors who rejected Muganyizi’s name in the previous council have this time approved his appointment.

Francis Kazini, the Buhaguzi County Member of Parliament wonders why the council rushed to confirm Muganyizi. He says that there was a need for more consultations on the matter before the names are submitted to the Ministry of Lands for approval.

Peter Banura, the LCV Chairperson says they confirmed Muganyizi’s names after they thoroughly investigated all the accusations levied against him and found out that they were untrue.
