Kitgum NRM Aspirants Panic Over RDC's Activities

A section of aspirants are accusing RDC Okot Santos Lapolo of underground activities to rig the NRM primaries. They want his transfer to Gulu effected.

Some NRM aspirants in Kitgum district are worried over the activities of the Resident District Commissioner, Capt. Okot Santos Lapolo.


Despite his transfer to Gulu in July, Lapolo remains in Kitgum doing what some NRM party aspirants say is a plot to manipulate party primaries.


An aspirant for Chua East Constituency MP seat, Pheobe Aber Luwum says she has begun to see suspicious activities in the district. She cites some unknown people going about collecting details of unsuspecting voters in Mucwini and Namukora sub-counties.

Santos Lapolo was transferred to Gulu, and is supposed to be replaced Emmanuel Mwaka Lutukumoi. Lutukumoi has however been asked to care take Lira district until the end of this month, but he told URN on phone that Lapolo's activities were in disregard of the NRM constitution.


NRM aspirants opposed to his continued stay say Lapolo\'s activities are preparing ground for vote rigging and other irregularities. Margaret Lamwaka Odwar is an aspirant seeking to become the NRM flag-bearer for Kitgum Woman Member of Parliament.

When URN contacted Lapolo for a comment, he said the politicians want to infringe on his individual rights to interact and consult with his people. He stresses that he is still the RDC of Kitgum district until Lutukumoi reports to office.
