Mukono Central Division LC 3 Chairperson, Robert Peter Kabanda, says that the contractor has never deposited a single coin on the division accounts since the contract was signed. He says that the preliminary information they have received from the office of the town clerk indicates that money is being paid to the municipal account although they have never recieved a statement indicating the payment record.
Mukono Central Division authorities have tasked the Municipal
leadership to produce accountability for the money generated from street parking over the last year. They also want Joseneous investment limited suspended from the further collection of the street parking fees on grounds that their contract expired three months ago.
Mukono municipality signed a contract with Joseneous investment limited on July 24, 2021, to collect street parking fees in Goma and Central divisions. According to the contract, a copy of which URN has seen, the contractor is required to deposit Shillings 2 million monthly in the Mukono Central
Division general fund account.
“…in any case, the said money shall be paid monthly in advance
and shall not exceed five working days from the day of the month and the agent
has as well agreed to undertake the task,” the contract reads in parts. However, the Mukono Central Division LC 3 Chairperson, Robert Peter Kabanda, says that the contractor has never deposited a single coin on the division accounts since the contract was signed.
He says that the preliminary information they have received from the

Allan Mawanda, the Mukono Central Division Speaker has tasked the contractor
to come out with a formal explanation as to why they have been paying the money to
the municipal contrary to their working agreement. He says that they have already included the matter on their agenda for discussion in the next council meeting.

Areneous Kimuli, the Chief Executive Officer of Joseneous
investment ltd says he was instructed by the town clerk to deposit the money in
another account after signing the contract and they have so far deposited about Shillings 22
million since they started working.

Mukono Municipal Town Clerk, Godfrey Kisekka who signed the contract on
behalf of the Municipality has not yet commented since he is out of office. But his Deputy Majerani Luboyera confirms that some clauses in the contract haven't been implemented as agreed and will be reviewed.
He, however, downplayed calls to suspend the parking collection, saying it will cause financial loss to the municipality. He instead advised the leaders to allow the company to continue collecting fees
until the contract is reviewed and renewed or awarded to another company.
