Lira District, City Bicker Over Assets

Lira District and City are bickering over resources meant for the construction of health facilities.

Last month, the district council resolved to reallocate funds meant for the construction works of Anyomorem Heath Centre III which is now in Lira City East Division, to another Health Center outside the city boundaries.

The Ministry of Health had budgeted for the construction of three health facilities within the city. They include Ongica and Anyomorem Health Centre IIIs and Punuluru HCII in the Lira City West division.

Sam Atul, the Lira City Mayor accused the district leadership of interfering with their work saying re-allocating funds will not be possible.

Atul also says the District is implementing a greater percentage of government projects within the city and has not consulted the city leadership. According to Atul, the district leadership is adamant to hand over the projects and their resources.

However, Okello Orik, the Lira District LCV Chairperson says that although the council had resolved to allow the city to take responsibility for the schools and health centres within its boundaries, the District still owns all the assets within the city.

But Dr Jane Ruth Aceng, the Lira City Woman MP says she will ensure that the funding goes to the exact health facility for which it was budgeted. She called for unity among the two administrative units.

According to the guidelines issued by the Local Government Minister Raphael Magyezi on the operations of cities, all tangible and intangible assets of districts, former municipal councils, division councils, annexed town councils, and sub-counties falling within the territorial boundaries of the city are supposed to be the property of the city.

These include assets like vacant land, markets, administrative buildings, stadium, bus parks, recreation centres, community halls, forest reserves and landing sites.

On the other hand, the Minister said the cities shall take over all liabilities incurred by the district, municipal, and division councils.
