Luweero CFO Interdicted over Financial Impropriety

An interdiction letter dated March 10th, 2015 accused Ssegawa of making double payments since 2013 with intentions to defraud the district. It is copied to the Permanent Secretaries in the Ministry of Public Service, Local Government, Finance, The District Chairman, and department heads.

Luweero District Chief Finance Officer Godfrey Ssegawa Mulegeya has been interdicted over financial impropriety and abuse of office.

Ssegawa was interdicted by the District Chief Administrative Officer Eustace Gakwandi after preliminary investigations established apparent grounds for fraud and abuse of office.

An interdiction letter dated March 10th, 2015 accused Ssegawa of deliberately posting double payments since 2013 with intent to defraud the district. The letter is copied to the Permanent Secretaries in the Ministry of Public Service, Local Government, Finance, The District Chairman, and department heads.

In the letter, the CAO accuses Ssegawa of abusing his managerial position to influence and coerce subordinates to sign suspicious financial documents, as well as delaying fund transfers to departments, lower government units and service providers who do not adhere to his demands.

Ssegawa is also accused of illegally transferring funds from the district general fund collection account to preferred department accounts where he, in alliance with some head of departments, would siphon the cash.

Abdul Nadduli the Luweero District LC 5 says that the evidence highlighted in interdiction letter was overwhelming and welcomed the measures taken by CAO on the official.

Eustace Gakwandi, the Chief Administrative Officer has now appointed William Kibirige, an accountant in charge of salaries, to act as District Chief Finance Officer until investigations into the matter are completed.

Meantime, Ssegawa, who received his interdiction letter today, is denied access to the district premises and barred from travel outside the country. He immediately handed over the office and declined to talk to media.

Last Year Patrick Ssonko Kisekwa, the LC 5 councilor for Makulubita Sub County asked the district council to investigate Ssegawa for allegedly occupying the seat without minimum academic qualifications.

Bizarre news however emerged from Rakai district that he had hired Emily Luswata, a witchdoctor to bewitch Kisekwa and district Speaker Proscovia Namansa in attempt to stop investigations against him. This leaked after the witch doctor hired to do the job conned him Shs20million prompting him to report a case of obtaining money false pretense at Rakai Police station.
