Luweero Woman MP Petitions Museveni Over Defilement Case

Lillian Nakate, the Luweero Woman Member of Parliament has petitioned president, Yoweri Museveni to intervene in a defilement case involving a pupil of St Joseph Bukomba Primary School.

The pupils was allegedly impregnated and forced to abort by her head teacher, James Ssekitto and class teacher, Ambrose Okwi. She is currently, recovering from post-abortion sepsis. 

The illegal abortion was allegedly performed by Francis Ekeu, a clinical officer attached to Luweero Health Centre IV. Police has since picked up the head teacher, James Ssekitto. But Nakate accuses police of moving at snail pace on the case.  

While speaking a public rally addressed by president Museveni on Wednesday evening at Kikunyu Playground in Makulubita Sub County, Nakatte accused police of failing to apprehend the remaining suspects.

It is alleged that Francis Ekeu, the Clinical officer who performed the illegal abortion is always seen at the Health center. In his response, Museveni condemned the defilement of underage girls and vowed to ensure the suspects are apprehended.

Edward Kyaligonza, the acting Savannah Regional Police Commander later clashed with Nakate in presidential tent for making allegations, which could land them in trouble. Raymond Jjagwe the Officer in Charge of Luweero District Criminal Investigations Department says James Ssekitto was arraigned in court as the hunt for the other suspects continues. 

According to Jjagwe, police is doing everything it can to apprehend the suspects who are on the run to charges of defilement and procuring an illegal abortion. Section 141 of the Penal Code Act provides for a 14-year prison sentence for anyone found guilty of procuring abortion. 

Section 129 (5) of Penal Code act (amendment 2007) states that any person who performs a sexual act with another person below the age of eighteen years commits an offence and is liable on conviction, to imprisonment for life
