Village NRM Chairpersons Besiege Luweero Registrar over Money

More than 100 National Resistance Movement (NRM) village chairpersons and supporters have besieged the Luweero district party registrar protesting alleged embezzlement of their allowances. These came from over 57 villages of Zirobwe sub-county in Luweero district.

Led by Zirobwe sub-county LC 5 councilor, Helen Nsereko, the chairpersons besieged David Kamugisha, the Luweero NRM registrar demanding for an immediate arrest of Zirobwe sub-county party registrar, Halima Nanyombi and Bamunanika Constituency NRM chairperson, Ali Ndawula.

They submitted a petition to him accusing the two officials of forging their signatures and embezzling over 15 million shillings that was disbursed by NRM party to cater for their allowances in village meetings and mobilization.The money was disbursed two weeks ago by the NRM secretariat.

Lecoboam Ssekijoba, the NRM chairperson for Jjanda B village explains that he was supposed to get 270,000 shillings which included his transport allowance and funds for supporters who attended party meetings. He however was surprised to learn that Nanyombi connived with Ndawula and faked his signature to embezzle the funds.

Faisal Lubega, the NRM chairperson for Buyondo village also disowned the signature that appeared on the NRM field activities payment voucher indicating he received the money.

Lubega adds that scores of party supporters are flocking his residence asking for their money but he has nothing to tell them. He adds that the embezzlement of the funds had made the party less popular and some supporters had vowed to quit over lack of transparency.

Daniel Kagenyi, a mobilizer in Zirobwe sub-county says they have worked for the party for many years and it was unfortunate that even the little reward for them has been embezzled. Kagenyi says that the party should ensure the registrar is arrested and refunds their money or they will disrupt the elections scheduled for this Friday.

David Kamugisha, the Luweero NRM registrar failed to calm the chairpersons and called the party district chairperson, Abdul Nadduli to persuade them after they started to turn rowdy. Nadduli promised to forward their grievances to the NRM party secretariat.

Kamugisha confirmed that Halima Nanyombi was given the money to pay the chairpersons and she presented a payment voucher of the 57 village chairpersons dated 22 August 2015, where they acknowledged receipt of the funds.He however couldn\'t explain whether the signatures were genuine.

When contacted by Uganda Radio Network, Ndawula denied receiving any money meant for village chairpersons and says that he is being linked to the scandal because Nanyombi is his relative. Nanyombi couldn\'t be reached for comment.

The party national treasurer, Rose Namayanja says the secretariat had recorded several complaints of registrars embezzling  funds and they have asked police to arrest whoever is involved and ensure they refund it.
