Luwero MP Candidate Arrested For Holding Procession

Police in Luwero has arrested the Katikamu North Member of Parliament candidate for holding a procession. This is after Court of Appeal stayed the execution of an order that declared him bankrupt and subsequently disqualified from the race.

Last month, Ronald Ndawula who is contesting on the Independent ticket was disqualified by Justice Simon Byabakama the Chairperson of the Electoral Commission. This is after the High Court in Kampala declared Ndawula bankrupt in a petition filed by Hiraa Traders (U) Limited.

Ndawula's trouble stemmed from failure to pay a disputed 223 Million Shillings to Hiraa Traders after acquiring motor vehicles on credit. In 2012, he was dragged to court over non-payment and in 2015, court-ordered Ndawula to pay 542.3 Million Shillings in interests, court costs and damages to the company.

 Ndawula runs back to Court of Appeal asking it to stay execution of the order that declared him bankrupt saying that procedures were not followed and the Court never sought a statement of affairs to establish whether he could pay the debt or not.

On Tuesday, Ndawula emerged in Luwero town council holding a procession telling his residents that the Court of Appeal registrar in Kampala had stayed an order of execution of bankruptcy application till the main application is heard and disposed of.

Ndawula said that this implies that he is back in the race and asked voters to elect him as area Member of Parliament.

However, Ndawula who was in procession of four cars was intercepted near Kasana playground on the way to his home located in Kyegombwa village before he was teargassed together with the supporters.

Police commanded by Luwero District Police Commander Abraham Tukundane arrested Ndawula and transferred him to Luwero Central Police Station.

Tukundane explained that Ndawula has been arrested for flouting Electoral guidelines that banned processions and public rallies.

But Ibrahim Muwonge the campaigner agent and District Councillor for Butuntumula Sub County says that the arrest was politically motivated because they were not campaigning but only waving to the supporters to remind them that Ndawula is still in the race.

By the time of compiling the story, Ndawula was recording a statement at Office of Luwero Criminal Investigations Department.

Denis Sekabira the National Unity Platform Parliamentary Candidate for Katikamu North is on the run after escaping arrest for defying the suspension of campaigns by the Electoral Commission. Sekabira escaped arrest on Monday after police officers cornered him at Luwero Central Market in Luwero town council where he was found campaigning.

Luwero is one of the 11 districts and cities that were affected by the suspension of campaigns resulting from a surge in Covid-19 infections. The others are Mbarara, Kabarole, Luwero, Kasese, Masaka, Wakiso, Kabarole, Jinja, Kalungu, Kazo and Tororo.

Ndawula an Independent candidate is running against seven candidates including Gaddafi Nasur from NRM, Charles Sebyala-DP, Denis Sekabira National Unity Platform and Ronald Kizza Ssenyange, Fredrick Makaire all independents among others.
