Luwero Police Investigates PDM SACCO Leaders Over Extortion

Police in Luwero district are investigating the leaders of the Parish Development Model SACCOs for allegedly extorting money from the intended beneficiaries.

In February ,2022 President Yoweri Kaguta Museveni launched the Parish Development Model, a program meant to eradicate poverty through the execution of development activities at the parishes.

Since then the Ministry of Finance, Planning and Economic Development has released shillings 10.8 billion shillings to 101 Parish Development Model Savings and Credit Cooperative Organizations in Luwero district.

However, there are complaints that leaders of Parish Development SACCOs are asking people to first pay and receive the loan of one million shillings.

Wasswa Tamale, the National Resistance Movement Publicity Secretary for Luwero district explains that about 179 residents applied for PDM cash at Nambeere PDM SACCO and each was asked by some officials to first pay 70,000 shillings.

Tamale adds that in Wabusana,  Nsanvu and Luwero West parishes each applicant paid 50,000 shillings. He says that as a result, they have asked Resident District Commissioner Richard Bwabye to cause the arrest of all PDM leaders accused of soliciting the money.

Richard Bwabye, the Luwero Resident District Commissioner says that apart from extortion, he got complaints of fake beneficiaries at Ngogolo and Bamugolodde parishes.

Bwabye says that he has since directed the District Police Commander to investigate the allegations and arrest PDM SACCO leaders over extortion as well as embezzlement of funds. He adds that no applicant should pay any money to acquire a loan because the government catered for all operational costs of the PDM SACCO leaders.

John Ojokuna, the Luwero District Police Commander says that a file has been opened up at Luwero Central Police Station and the victims have been asked to record statements so as to gather enough evidence before they arrest the suspects.

Ojokuna however noted that in cases of Ngogolo parish, the Chief Administrative Officer took up the matter and it has since been resolved.

“So far we have one file where we are investigating leaders of Nambeere PDM Sacco for allegedly extorting 70,000 shillings from the beneficiaries. In other parishes, the accused leaders have refunded the money before we embarked on the investigations," Ojokuna told URN     

Recently Police in Luwero arrested two leaders of Kyetume Parish Development Model SACCO for allegedly stealing 21,700,000 million shilling from beneficiaries.

The suspects were identified as Brian Aturinde the Chairperson and Charles Emoit the Secretary of Kyetume Parish Development Model SACCO located in Zirobwe sub county.

The suspects admitted disbursing less money to applicants and asking them to acknowledge receipt of one million shillings each. They were released after they committed to refunding it.
