Luwero Town Council Chairman Tasked to Provide Proper Accountability

Although he highlighted the achievements of his leadership so far including; the repairs on 15 feeder roads, paving 300 square meters in Luwero Central Market, improved garbage collection among others, some people have expressed discontentment.

A section of residents in Luwero Town Council, Luwero district have tasked their Local Council 3 Chairman to provide proper accountability of the funds used for service delivery.   

Chris Johns Buwembo, the Luwero Town Council LC 3 Chairman released a statement titled; State of Luwero Town for the last 6 months.   He subsequently shared a copy on his facebook page for the people of Luwero to get accountability.   

Although he highlighted the achievements of his leadership so far including; the repairs on 15 feeder roads, paving 300 square meters in Luwero Central Market, improved garbage collection among others, some people have expressed discontentment.   They say that they want him to properly indicate the funds received and how they have been spent on each activity or project.  

For instance money received from the central government, the money collected in local revenue, any grant received and the money spent on every work done as per his statement.     One of them Sam Serunjoji a resident of Luwero has said that if a leader like Buwembo doesn’t show the funds and only shows activities, it triggers suspicion on transparency.

In an interview with Uganda Radio Network -URN about the accountability and transparency concerns raised by some of the locals, Chairman Buwembo has said that he cannot give them that accountability as they demand.   

According to Buwembo, it’s not allowed because those are government secrets and it could be treated as breach of confidentiality.   He explains that provision of such accountability can only be sanctioned by the full body of councilors and when there are serious accountability queries.

Buwembo says that what he can only do is highlight the activities done the way he has done without indicating any monetary figures.

According to the Local governments Act (financial and accounting) regulations, 2007, the chief executive shall be the accounting officer of the council.  And according to the access to information act, 2005, every citizen has a right of access to information and records in the possession of the state or any public body, except where the release of the information is likely to prejudice the security or sovereignty of the state or interfere with the right to the privacy of any other person.

Buwembo a member of the opposition National Unity Platform -NUP Party, took office after winning in last year’s general elections.   He succeeded NRM’s Paul Mukungu.
