Lyantonde RDC Halts Construction of Health Facility Citing Substandard Materials

Kamwiine says the poor quality of construction materials is a direct indicator of poor workmanship.

Lyantonde Resident District Commissioner, Catherine Kamwiine has halted the construction of Lyakajula Health Center III over poor quality construction materials.

She issued the directive during the launch of the construction works on Saturday after discovering that the quality of bricks delivered for the works was wanting.

Kamwiine says the poor quality of construction materials is a direct indicator of poor workmanship. The construction works are valued at Shillings 456million.

She directed the contractor to get other bricks, saying short of which he will not be allowed to build the health unit.

Councilors have faulted the credibility of the district engineer who is supposed to supervise the construction works for not doing enough to advise the contractors on the quality of materials.

Ali Bongo, the Kkooki D Ward representative blames shoddy works in the district to poor involvement of councilors and residents in such projects.

He says the technical staff of the district has a tendency of implementing projects without involving residents who are the end users.  

Bongo also accuses technical staff of concealing contract documents, which limits the ability of political leaders and residents to supervise the works.  

Francis Kiwanuka, the Lyantonde District Engineer concurs with the RDC Kamwiine that the quality of bricks at site is poor. 

He says they have already instructed the contractors P and G Construction Company to get other materials because they risk losing the contract if they use substandard bricks. 


Sserunkuuma Muwanga, the proprietor of   P and G Construction Company blames the poor quality bricks on the suppliers, saying he has already ordered for bricks from a different supplier. 

Muwanga says by Wednesday construction works will have kicked off because the new supplier has assured him that he will deliver materials on time.
