Edmond Agaba Kipana, a 24-year-old resident of the Rushebeya trading center in Kitojo parish, Rwamucucu sub county, Rukiga District, has been charged and remanded for allegedly possessing military attire and assaulting a police officer.
Kipana was arrested on January 14, 2024, in Murujanjara village within the same sub-county. His arrest followed a public outcry against him for setting up roadblocks at night and demanding bribes from locals while wearing military uniforms.
Members of the public accused him of threatening them while claiming to be a soldier. Kipana has also frequently been seen in Rukiga District wearing army boots and acting as an escort for Caroline Kamusiime Muhweezi, the Rukiga District Woman Member of Parliament.
During his arrest, Kipana assaulted and injured Assistant Superintendent of Police John Akamkwasa, who is attached to the Rukiga police station, after he attempted to bribe the officers for his release but was unsuccessful. Officers later searched Kipana’s room and discovered military attire, including trousers, a shirt, and shoes.
On Wednesday, Kipana appeared before the Kabale Chief Magistrate, where he was charged with unlawful possession of gazetted defense stores and assault. Chief Magistrate Derrick Byamugisha did not allow Kipana to enter a plea and remanded him to Ndorwa government prison until January 28, 2024, when he will return to court.
