Manafwa Councilors, District Task Force Clash Over VHT COVID-19 Allowances

In the petition dated 10th/09/2021, signed by 9 councilors who indicated that they got concerned when the district was paying 100,000 to the VHTs starting with an installation of 50,000 which contradicts the National guidelines of a conditional grant for covid19. According to them, this has left them in a dilemma of which explanation to give to their electorates on why Manafwa district is handling the covid19 money with uniqueness from its neighbours.

A section of councilors in Manafwa district are up in arms with the district task force over failure to pay the village health teams (VHTs) and the LCI chairpersons their COVID-19  allowances.  

The councilors have petitioned the district Chief Administrative Officer tasking him to explain why the VHTs and the LCI chairpersons are yet to receive the money which they are entitled to in facilitating them in the fight against the COVID-19 pandemic. 

Early this month, more than 800 VHTs in Manafwa district rejected payment of Shs50,000 as their Covid-19 allowance which the district had advanced to them as part of the 150,000 shillings meant for each VHT for three months. They wanted the money to be paid at once which the district task force refused to honour prompting the intervention of the district councilors.

The district received over Shs673 Million from the Ministry of Health to fight the spread of coronavirus in communities and Village health teams were tasked to mobilize and sensitize the communities about COVID-19.    


In the petition dated 10th/09/2021, signed by 9 councilors who indicated that they got concerned when the district was paying Shs100,000 to the VHTs starting with an installation of Shs50,000 which contradicts the National guidelines of a conditional grant for COVID-19.  

According to them, this has left them in a dilemma of which explanation to give to their electorates on why Manafwa district is handling the COVID-19 money with uniqueness from its neighbours.  The councilors have now given the district leadership an ultimatum of 7 working days to give the VHTs and the LCI chairpersons their money else they will mobilize them for a peaceful demonstration.

Godfrey Kabaale, councilor representing Manafa town council and Samuel Wanyama  district councilor representing Sibanga sub county the lead petitioners said that they are giving the CAO seven days to pay the VHT'S and the chairpersons before they storm his office.  

They said that as council they passed that VHTS be paid Shs150000 each and local council one chairpersons be paid Shs100,000 but to their surprise the CAO and his team decided to pay on 50,000.

However, the Deputy Resident District Commissioner Manafa Gilbert Okuyi said that they are aware of the VHTs’ money and they are going to be fully paid. He said that they decided to give the VHTs Shs50,000 per work done in every month instead of giving them the money wholesomely but since there have been protests from the VHTs and their councilors, they have decided to pay them all the Shs150,000 by next week.
