This internal bickering has seen Mbabaali, who is also the district works committee secretary dodging to sign vital documents advanced to him by the CAO thus causing stalemate in operations of the districts works department.
A row between Jude Mbabali, the Masaka District Chairperson and Martin Lukwago, the Chief Administrative Officer, is threatening to affect service delivery in the district.
The duo's centre of controversy is demands by Mbabali to Lukwago to sack Elias Jjuuko, the District Engineer.
Mbabaali, who is also the district works committee secretary, has several times declined to sign documents from Jjuuko, which has affected operations especially in the works department.
According to Lukwago, the affected documents include among others, District Executive Committee minutes, works department quarterly work-plan reports and a supplementary budget of 99 million shillings meant for routine road maintenance.
Lukwago on Saturday told the district Roads Committee, chaired by Masaka Municipality Member of Parliament; Mathias Mpuuga that Mbabali has since March declined to respond to any of his official correspondences and picking his phone calls, until he first sacks Jjuuko.
He adds that Mbabali's actions have stalled some of the projects that were meant to be completed before the end of the 2017/18 financial year.

However Mpuuga said that personal misunderstandings should not affect service delivery in the district. He directed Janat Nakiseka, the district vice chairperson, to sign all pending documents that Mbabali has refused to sign.

Florence Namayanja, the Bukoto East Member of Parliament also committee member, says that she will reach out to Mbabaali to resolve the row.
However when contacted, Mbabali insisted that his intention is to kick out Jjuuko who he accuses of being incompetent, but declined to explain further details.
