Masaka High Court Deputy Registrar Interdicted

According to the interdiction letter signed by the Acting Chief Registrar Tom Chemutai, Mudhasi was interdicted for producing poor standard work and conducting herself in a manner prejudicial to the image, dignity and reputation of service contrary to the Judicial Service Regulations of 2005.

Cissy Mudhasi, the Deputy Registrar of Masaka High Court has been interdicted over alleged abuse of judicial authority. 

According to the interdiction letter signed by the Acting Chief Registrar Tom Chemutai, Mudhasi was interdicted for producing poor standard work and conducting herself in a manner prejudicial to the image, dignity and reputation of service contrary to the Judicial Service Regulations of 2005.

The letter dated June 24th 2020 accuses Mudhasi of three offences including having issued exparte orders in the case involving Sauda Namuleme and Masaka Municipal Local Government Council.

In this case, Mudhasi is alleged to have issued express orders directing Namuleme to vacate her office within 24 hours to pave way for investigations into alleged gross misappropriation of public funds.

It is alleged that Namuleme had reportedly connived with the Municipal Cashier to operate a secret Bank account in Stanbic Bank on which they have allegedly been hiding part of the money collected from Property Tax and other local revenue sources.

The Chief Registrar also accuses Mudhasi of issuing garnishee orders in a case involving Nets Hope Limited, Amooti Boniface Kamanyire and Absa Bank Uganda Limited. The other case involved Ram Engineering Uganda Limited, Makerere University and Stanbic Bank Limited. 

In these cases, she is faulted for issuing the orders without ascertaining whether the respondents were parties in the case. "

“Therefore per regulations 25 (1) of the Judicial Service Commission Regulations, 2005, I'm interdicting and forward you to the judicial Service Commission for disciplinary action”, reads the letter in part.

Mudhasi is also directed to handover office, all court files and government files immediately to the Registrar of High Court in line with the Public Service Standing Orders. "During this period of your interdiction, you will receive half pay off your monthly salary.

She is also restricted from leaving Uganda without the permission of the Chief Registrar.
