The local leadership led by the Municipality Mayor Godfrey Kayemba, have petitioned the Minister for Local Government Raphael Magyezi, demanding for discontinuation of Multiplex Alshamas Limited from continuing with the contract for Masaka central market over failure deliver the works on schedule.
Authorities in Masaka municipality have sought for the termination of the contract
with a firm hired to undertake construction of a new market complex
in the area.
The local leadership led by the Municipality Mayor Godfrey Kayemba, have
petitioned the Minister for Local Government Raphael Magyezi, demanding for the discontinuation of Multiplex Alshamas Limited from continuing with the contract
for Masaka central market over failure to deliver the works on schedule.
Multiples Alshamas Limited was in 2018 hired to construct Masaka
Central Market at cost of 18.05 billion shillings. The money towards the project was part of the loan government
secured from the African Development Bank-ADB to undertake second phase of the
Markets and Agricultural Trade Improvement Program-MATIP II.
However, Kayemba says the contractor has consistently operated far
behind schedule which raises suspicion about his capacity to deliver
the project. According to him, that market was meant to have been completed and
occupied by November last year, but to their dismay the contractor has only
delivered sixty percent of the whole project, arguing its high time they
sourced for another firm that has the capacity to deliver on the task.

He adds that the delay of the market completion has repeatedly invoked demonstrations
from vendors who are meant to occupy it, explaining that the vendors are currently
operating under tough conditions.
Robert Kambugu Ssenyonga, the Nyendo-Ssenyange division Councillor to
Masaka municipal council has also noted that the contract termination is long
overdue, arguing that they have regularly implored the contractor to improve
his speed in vain.
He has however blamed the Ministry of Local Government of not involving
the local leadership in sourcing for the contractors.
Richard Kiwuwa, the Managing Director of Multiplex Alshamas Limited has
declined to comment about their alleged inefficiency cited by the Municipality
Notably, similar concerns of slowed progress of the project were
earlier raised by Asaph Nuwagira, the Country Agriculture and Rural Development
Specialist at ADB while he led a team that inspected the project site in October
He also warned the contractor of possible repercussions that would include termination of their contract and being blacklisted from getting
other public contracts.
