Masindi CAO’s Office Locked

Byaruhanga is said to have closed the offices around 7am on Monday morning. Addressing journalists in his office, Byaruhanga, said he closed the CAO’s office to implement a council resolution.

The Masindi LC V Chairperson, Cosmas Byaruhanga has closed the office of the Chief Administrative Officer-CAO, John Nyakahuma causing commotion in the district.    

Byaruhanga is said to have closed the offices around 7am on Monday morning. Addressing journalists in his office, Byaruhanga, said he closed the CAO’s office to implement a council resolution.  

The district council which sat on Thursday last week resolved to close the CAO’s office for alleged incompetence. 

They also resolved to investigate the CAO for corruption and abuse of office, saying he has failed to run the affairs of the district.  

On Friday, Masindi Resident District Commissioner –RDC Masindi, Godfrey Nyakahuma wrote to Byaruhanga cautioning him against any attempt to close the CAO’s office, saying he would be held would be held liable for his action as an individual.

However, Byaruhanga says Cap 243 section 13 sub sections IV of the Local Government act, makes him accountable to the district council and not RDC.

Byaruhanga says the district council was provoked by the CAO on a number of issues, which prompted it to come up with such a resolution.

He also reveals that Masindi district started a project of sugar cane growing to boost local revenue but it has been neglected by the CAO yet money was appropriated to care for it.

Byaruhanga also indicated that the CAO failed to utilize Shillings 47 million meant for the purchase of three motorcycles until it was returned to the treasury.

The embattled CAO couldn’t be reached for comment since he could neither pick nor return calls from our reporter.
