Masindi LC V Chairperson, Cosmas Byaruhanga is up in arms against a section of civil servants in the district for allegedly forming a parallel administration.
Byaruhanga, who doesn't name the civil servants, says the group has become untouchable, which is affecting service delivery in some areas.
He blames the mess on civil servants who have overstayed in the district, saying some of them have failed to realize that there is a new local government in place.
According to Byaruhanga, there is poor relationship between his office and some of the civil servants.

Christopher Okumu, the Masindi Chief Administrative Officer told URN that he hasn't heard about the matter. He however, promised to present the issue to the senior management meeting for appropriate action when it comes to his office.
This is not the first time Byaruhanga is feuding with civil servants. There was friction between Byaruhanga and former CAO, Tivu Mark over the alleged misuse of the district tractor, district land and official vehicle of the CAO. Byaruhanga ordered the CAO to park his official vehicle and district tractor for alleged misuse.
