A section of councillors in Mbale municipality have protested the
giveaway of part of land belonging to Busamaga Primary School to Uganda Management
In 2017, Mbale Municipal Council passed a resolution to sale 1.5 acres of land
to UMI. The two then signed a memorandum of understanding in 2018.
The councillors claim the Mayor, the town clerk and the speaker have connived
to give out extra land than what was agreed in the MOU.
According to the councillors, an extra 1 acre of land which was not in the
resolution has been given to UMI.
The councillors have petitioned the speaker to rescind the decision of giving
out the extra piece of land.
Yasin Kawanguzi, the deputy speaker Mbale Municipality said that there was
fraud in the process since the council resolved to offer only 1.5 acres but
they have given out 2.5 acres.

Kasim Madagi, the Mbale municipality youth councillor and member on the social
service committee says that even the committee was not involved during the
handover of the land title.

Umar Muzzi, the Namatala ward male councillor said that the process of giving
the title to UMI was not transparent and the councillors were not involved yet
they were consulted in the initial stage.
Mbale Municipality town clerk, Paul Batanda said they followed due
diligence during the process of giving out land to UMI including writing to the
Ministry of Education which gave them a letter of no objection.
He said that taking the land title to Kampala was as a result of
the busy schedule of the Director-General of UMI who invited the Mayor, Speaker,
Town clerk and representative of the Busamaga community to take the land title
to his office.
