Mbarara City Mayor, Clerk On Spot for Failing to Present Kakyera Land Report

The Councilors tasked the City Mayor Robert Kakyebezi Mugabe and the City Clerk Richard Mugisha to present a detailed report about Kakyera Land in the next sitting

Mbarara City Mayor Robert Mugabe Kakyebezi and City Clerk Richard Mugisha are on spot for failing to present a report on how 168 acres of land at Kakyeera in Kiruhura district was leased out.

In January, the City Council discovered that the land had been illegally leased out to Nathan Kirimanyi at 14 million Shillings in disregard of the laid procedures.

But during a council sitting on Friday, the Mbarara City Mayor, Robert Mugabe Kakyebezi told the council that Kirimanyi's lease was canceled and the land leased to Yoramu Tumwine at 33 million Shillings annually for five years and will be used exclusively for animal rearing.

Mohamed Byansi, the Mbarara City South A Councilor, says the council appointed two members to meet the encroachers. He adds that a report was compiled and given to the executive committee.

According to Byansi, it was discovered that part of the land was sold out and the other 6 acres were encroached on.

Betty Tigefera, the councilor representing elders demanded that the agreement signed between Tumwine and the City Council be tabled before the council and also questioned why the land was leased out for five years and not three as greed by the council.

Eunice Asiimwe, the councilor representing Female PWDs asked Kakyebezi and Mugisha to explain the whereabouts of the 33 million shillings since it is not reflected in any financial reports.

Richard Mugisha, the Deputy City Clerk told the council that the resolution was wrongly reported to the council noting that the land was titled and there was no encroacher.

Mugisha said that all money raised from the lease of the land was part of the local revenue.
