The area councilor, Steven Muganga says his people assemble in bars as early as 8a.m to consume the locally brewed alcohol commonly known as waragi.

He says that due to too much alcohol consumption, production has reduced in the area.  Muganga explains that due to the absence of a practical by law on alcohol, it has become difficult for local leaders to ban alcohol consumption during the day.

Kahima Apollo, a concerned citizen residing just near Biharwe town centre says most of the men in their area have become useless due to too much alcohol consumption.

Kahima’s view is supported by Monday Z. Katana, who says most able bodied men in the area storm bars very early in the morning while their wives are busy digging for the family.

Councilor Muganga notes that if it wasn’t for alcohol consumption and abuse, production would have doubled since the area is fertile for Agriculture.

The former district council led by Yaguma Wilberforce had in 2007 passed an ordinance on alcohol consumption but the local leaders have not enforced it in their areas of operations according to Grace Muhirwa former district speaker Mbarara.
