Mbarara Division Councilors Biker Over Contractors Waived Arrears

Mbarara City Council passed a resolution in September last year to waive unpaid arrears of fees from Woodfix Tech Services, the company that had been contracted to collect street parking fees. Woodfix signed a contract in 2016, to collect street parking revenue and remit 5.8 million Shillings to the council every week.

Mbarara South Division Councilors have faulted the area Town Clerk and the City Mayor Robert Mugabe Kakyebezi for waiving taxes from a contractor without consulting them.

Mbarara City Council passed a resolution in September last year to waive unpaid arrears of fees from Woodfix Tech Services, the company that had been contracted to collect street parking fees. Woodfix signed a contract in 2016, to collect street parking revenue and remit 5.8 million Shillings to the council every week.

But Asse Abireebe Tumwesigire, the City Town Clerk said that the contractor wrote to the council asking for a waiver of his arrears because the collections were hit by economic straits caused by covid-19 pandemic. Tumwesigye said the city council is mandated by the Act to waive depending on the excuses given by the contractor.

During a council sitting on Tuesday, Fadson Mugisha, the chairperson of the Finance and Administration committee said that with unpaid transfer arrears, their budget has suffered a shortfall that is affecting service delivery across the division.

The Councilors say that the Division demands transfer arrears of 30 per cent of receivables amounting to 281 million Shillings and an additional 268 million Shillings carried forward from the previous financial year that the City Council never remitted to them.

Kakoba Ward representative Sayidi Byandala Proposed that a committee be put in place to meet the officials at the city council and force them to commit themselves to paying the arrears. The Councilors directed the Town Clerk Didas Muhwezi and the Division Mayor Jomo Mugabe to write in consultation with the Solicitor General for advice on handling the issue.

Muhwezi said it is the council’s mandate to waive any taxes from the tenderer but agreed to write to the Solicitor General to inquire about the 50 per cent share that the council has to send back to the division.
