Minister Denies Being Cause of Problems at City Hall

Security minister and former acting minister for the presidency and Kampala Muruli Mukasa has denied having a hand in the ongoing wrangles between Kampala City Mayor Erias Lukwago and Kampala City Council Authority Executive director Jennifer Musisi.

Security minister and former acting minister for the presidency and Kampala Muruli Mukasa has denied having a hand in the ongoing wrangles between Kampala City Mayor Erias Lukwago and Kampala City Council Authority Executive director Jennifer Musisi.

 

While appearing before the public service and local government’s committee of parliament on Monday, Lukwago told MPs that the problems at city hall are being steered by line ministers.

 

He said that Murulu Mukasa in particular caused the whole trouble when he blocked a workshop that he (Lukwago) had organised about the interpretation of the KCCA Act which he says has perpetuated confusion.

 

Muruli said that the reason he blocked the workshop was because it was wastage of money but not that he wanted to frustrate the mayor as the latter claimed.

 

He argued that KCCA had a lot of issues to address and it would be wastage of resources if they attempted to address one issue at a time and therefore suggested that other issues be included, a suggestion that the mayor rejected.

He said that the problem KCCA is facing is that its two top leaders (Lukwago and Musisi) have politicised the institution and have turned it into a battle field for power instead of working for the people that entrusted them in those positions.

 

He urged the MPs to streamline the KCCA act to clearly stipulate the roles of the political wing and those of the technical wing.

 

But committee members said that the minister did nothing to avert the crisis in the institution during his tenure. They said that the minister should have appointed the members of the authority’s public accounts committee and other statutory bodies to ensure accountability in the sector.

 

Lukwago had told the committee that he recommended some individuals and sent the names to the minister for approval which he never did. The minister responded saying he did not have time as he was performing several roles at ago.

 

The committee has decided to summon all the ministers that have ever served in that capacity in their bid to end the wrangles at the city’s top seat. Muruli was appointed in acting capacity after the resignation of former minister for presidency Kabakumba Matsiko over accusations of abuse of office.

 

He was recently replaced by Frank Tumwebaze and the committee said all these ministers must appear before the committee to help the MPs identify the problem of the authority and devise solutions.
