Ministry of Gender to Audit YLP in Lwengo

The Ministry of Gender and Social Development has started a special audit of the Youth Livelihood Program-YLP in Lwengo district.

This follows a sharp dispute between district youth leadership accusing the district leaders of mismanaging the program for selfish political interests.

Last year, the youth in Lwengo through their district chairperson Ibrahim Kitatta, appealed to the ministry to suspend the program due to mismanagement.

Happy James Tumwebaze the Deputy National Program manager says the Ministry of Gender Permanent Secretary Pius Bigirimana has decided to delay funding of all selected youth enterprises until an audit is done.

He explains that Bigirimana has ordered for a centralized review of all application forms of the beneficiaries in the district to re-access their eligibility.

Alfred Byamukama, the Lwengo District Deputy Chief Administrative Officer says that they the documents will be submitted to the Ministry. 

The youth leaders are accusing the District Executive Committee members of manipulating the selection process and deliberately dropping application forms of many eligible groups especially Boda Boda cyclists.

Christopher Ssensasire, the Lwengo District Vice chairperson denied any foul-play by the executive in the selection process. He says that the beneficiaries were chosen on merit.

In the 2018/2019 budget framework, Lwengo district has been earmarked to receive Shillings 400 million under YLP, accumulating the program to 1 billion shillings.

Kitatta says that he will seek the intervention of the President should the ministry fail to address the grievances.
