MPs Approve UGX 2.2bn Salary Enhancement for District Health Officers

Dr Michael Bukenya, the health committee chairperson, said that there was need to allocate extra funds for the DHOs since they were left out in the 2018/2019 salary enhancements.

The Budget Committee of Parliament has recommended the allocation of 2.28 billion shillings to enhance salaries of District Health Officers (DHOs).

This implies that each DHO will now earn 4.2 million shillings per month effective 2019/20120 financial year.  Currently a DHO earns 2.7 million shillings.

Dr Michael Bukenya, the health committee chairperson, said that there was need to allocate extra funds for the DHOs since they were left out in the 2018/2019 salary enhancement for scientists as financial motivation to all health workers in government health facilities.

Bukenya, who is also Bukuya County MP, added that without enhancing salaries for DHOs plus improving their working conditions, low morale and poor supervision will culminate into chronic poor service delivery.

Last year, the Association of District Health Officers of Uganda petitioned the Speaker Rebecca Kadaga demanding a salary increment from 2.7 million shillings to 4 million shillings.

The budget committee chairperson and his deputy, Patrick Isiagi of Kachumbala County have agreed that the 2.2 billion shillings should be allocated. Their decision was unanimously agreed by the committee members.   

The committee members also approved the health committee recommendation of 8.4 billion shillings allocated to enhance salaries of the 300 Senior House Officers from the current 1 million shillings to 3 million shillings per month.

5.6 billion shillings will also be allocated for the salary enhancement of the 1,047 intern doctors and intern nurses.  Their gross salary will increase from 940,000 shillings to 1.5 million shillings per intern.   

Bukenya says that there is need for the Ministry of Health to fast track the approval of the training policy for Intern doctors.

The health sector was allocated 2.2 trillion shillings in the next financial year up from 2.3 trillion shillings that was allocated in the current financial year.
