Legislators on the parliamentary Local Government accounts Committee have criticized Kitgum leaders over deplorable state of hygiene and sanitation in the district.

 

Describing the district as abandoned, Serere County MP Stephen Ochola, said on Thursday that rubbish under the staircase rudely welcomed him into the administration block. The MP grew furious when he entered the dusty district council hall and saw cobwebs on the walls and ceiling.

Allen Andrew, MP for Bugabula North in Kamuli District, could not hide his disappointment either. The MPs saw undisposed used pieces of paper, used water bottles and a bushy compound.

 

Titus Oryema, the Kitgum district Vice chairperson, admitted guilt and said the administration is working hard to improve the sanitation of the entire district. He told the MPs that the administration block is being fenced off to keep away intruders.

Lt. Okot Santos Lapolo, the RDC of Kitgum district who officiated over the Thursday function, was apologetic to the MPs. He said he consistently complain about the sanitation and see no efforts to improve them.

Stopping short of ordering a shutdown of the offices, Lapolo directed the district health department to take action and ensure that the sanitation is improved.
