MPs Throw Out Gov't Analytical Laboratory Officials Over Title

The Public Accounts Committee-PAC has queried the authenticity of the title of the land, which hosts the Directorate of the Government Analytical Laboratory in Wandegeya.

It came after Kepher Kuchana, the Director of the Government Analytical Laboratory tabled before the committee a land title that doesn't show the exact acreage of the land.



The committee members wouldn't have any of this. Some of the MPs including the committee Vice Chairperson, Gerald Karuhanga and Masaka Municipality MP, Mathias Mpuuga dismissed the land as fake. 

On Tuesday, PAC tasked the team from the Government Analytical Laboratory led by Kuchana to return to parliament and explain issues relating to the land hosting the facility. 



This followed revelations by the Auditor General in his 2015 audit report, showing that the Government Analytical Laboratory wasn't in possession of its land title. 

Gerald Karuhanga, the PAC Vice Chairperson wondered the land title doesn't indicate the acreage of the land hosting the Government laboratories. In his defense, Kuchana said the land title was acquired in 1962 hence a reason for it not to bear details of the acreage.

Mathias Mpuuga, the Masaka Municipality MP cited a possibility of forgery by officials of the government analytical laboratory to escape the audit query. He accused Kuchana for peddling a forged land title, which cannot be submitted anywhere.

Steven Kagoda, the Internal Affairs Ministry, Permanent Secretary admitted that the document was erroneously submitted, saying it was issued by the Secretary Uganda Land Commission following their pursuit of a title.

Jessica Ababiku, the Adjumani Woman MP couldn't have any of the entity's excuses accusing PS Kagoda of not being in charge. Karuhanga wondered why Kagoda who has been at the helm of the Internal Affairs ministry for over 12 years could receive a crucial document and just keep it simply because he is excited. 

The committee rejected the document and asked the officials to produce a valid land title.
