MPs Want Uganda Red Cross to Benefit from Contingency Fund

The Contingency Fund is meant for emergencies or unexpected outflows, mainly economic and natural crisises. Lugoloobi argues that the Contingency Fund, which is budgeted for under Treasury Operations in the finance ministry, should not only be given to the Ministry of Disaster Preparedness.

The Chairperson of the budget committee, Amos Lugoloobi, has proposed that part of the 62 billion shillings in the Contingency Fund be allocated to Uganda Red Cross Society in the next financial year.   

The Contingency Fund is meant for emergencies or unexpected outflows, mainly economic and natural crises.     

Lugoloobi argues that the Contingency Fund, which is budgeted for under Treasury Operations in the finance ministry, should not only be given to the Ministry of Disaster Preparedness.

He says that the ministry is ineffective in responding to disasters.

Lugoloobi says that Uganda Red Cross Society responded timely to the disaster in Kayunga.

Moroto County MP, Samuel Okwir agreed with Lugoloobi and also cited another example of the disaster in Alebtong district where 54 classrooms in 8 public primary schools were affected due to heavy downpour.

The finance committee chairperson, Henry Musasizi, also supported the proposal, as long as it is done within the law.

Musasizi, also Rubanda County MP, however, says that the allocation to Uganda Red Cross Society will be for disaster response. He said that the allocation should be done according to the Public Finance Management Act, 2015.  

The budget committee will determine how much it will allocate from the Contingency Fund to the Uganda Red Cross Society. The committee has already approved 2.2 billion shilling allocation to Uganda Red Cross Society to support Uganda Blood Transfusion Service (UBTS) in blood mobilisation in the health sector budget for 2019/2020.

    

Lugoloobi adds that the committee will invite Uganda Red Cross Society to ascertain whether it handles disaster response and how much it will need for the activities for a year.
