Recently, James Mulowooza of Mulowooza and Brothers limited bought Kangave hill in Makulubita Sub County in Luweero district from the family of James Kagenda with intensions to carryout stone quarrying.
President, Yoweri Museveni has blocked stone quarrying at Kangave hill in Luweero citing environmental and cultural concerns. Recently, James Mulowooza of Mulowooza and Brothers limited bought Kangave hill in Makulubita Sub County in Luweero district from the family of James Kagenda with intentions to carryout stone quarrying.
Kangave hill is adjacent to the former Mondlane camp, which hosted Museveni and the former National Resistance Army-NRA high command during their 1981-1986 guerilla warfare. The hill was also a hideout for NRA fighters. During his recent visit to Luweero, Museveni expressed disappointment when he found most of the trees on the hill cut down.
He asked the residents why they cut down the trees, but they told him that Mulowooza had bought off the hill. In his response, Museveni said the hill has legendary spirits and cultural significance, which can't be traded for stone quarrying.

In his defense, James Mulowooza, said the trees had already been cut by the time he bought off the hill. Mulowooza also explained that he carried out rituals to resettle the spirits.

However, Museveni rejected his explanation and ordered Mulowooza to appear before him for dialogue before resuming any operations on the hill.
Museveni also bought 20 acres of land at Kawumu village near Kangave hill from the family of the late Zakayo Kalibbala. He told residents at Kikunyu playground that he hopes to build house on the land and interact with veterans in Luweero.
A source that preferred anonymity said that Kangave hill is strategic for security reasons.
