Museveni Faults UN On Great Lakes Conflicts

Museveni says the Great Lakes and the United Nations are supposed to handle the endless man-made crises in Congo, including the occupation of Eastern Congo by terrorists from Uganda, other East African countries, Congo itself, Somalia and the Middle East but this is not the case.

President Museveni says the International Conference on the Great Lakes Region(ICGLR) and the United Nations (UN) have not played an active role in curbing the crisis in the Democratic Republic of Congo President Museveni has said. 

Museveni who was speaking at the Refugee Solidarity summit in Kampala said singled out wars and conflict as the major driver to people fleeing their countries of birth.

Museveni says the Great Lakes and the United Nations are supposed to handle the endless man-made crises in Congo, including the occupation of Eastern Congo by terrorists from Uganda, other East African countries, Congo itself, Somalia and the Middle East but they have not done much. 

Museveni appealed to the International community to support regional mechanisms like Intergovernmental Authority on Development (IGAD), and the East African community which are involved in curbing conflicts and violence in the region. 

He said the regional mechanisms, if actively used and supported by the International Community could resolve the man-made crises which are causing a lot of conflicts in the region and a refugee crisis. 

Museveni says IGAD is trying to handle the problem in South Sudan.But also stated that President Salva Kiir mandated him to deal with certain aspects of that crisis.  

Museveni also said the EAC is handling the problem of Burundi, but also appealed to the Government of Burundi to make work easier than it has been since the the Burundi-Arusha Agreement was guaranteed by the East African Governments.

He said the authorities in Burundi will be held responsible in case the the Burundi-Arusha agreement failed to yield anticipated results.

On Somalia,Museveni said  the problem rests more with the Somali leaders.

“ The IGAD, the AU and the International Community have done a lot to save Somalia from the demonic groups that had overrun the country. If the Somali leaders could use the solidarity of the Africans and the World to revive the pillars of the Somali State and form patriotic parties, the terrorists could be defeated completely and Somalia's recovery would be irreversible.” He said.

Museveni is a major player in great lakes region following his decisions to deploy in the war zones of Somalia,Central African Republic,South Sudan among others.

He said the ICGLR and the UN have been totally not useful in efforts to bring an end to the conflicts in the Great Lakes region. 

He noted that Congo is yet to recover from a conflict which has claimed over five million people from 1994 to 2003.
