President Pledges to End Kidnaps for Ransom, Murder

He said that after the defeat of the Lords Resistance Army-LRA, Allied Democratic Forces ADF and the successful disarmament in Karamoja, which he classified as rural-based terrorism and banditry, the government is capable of wiping out masterminds of the new wave of urban terrorism activities like kidnaps and murder.

President Yoweri Museveni has assured the public that government will defeat the current criminality which has seen several women and children kidnapped for ransom.

He said that after the defeat of the Lord's Resistance Army-LRA, Allied Democratic Forces (ADF) and the successful disarmament in Karamoja, which he classified as rural-based terrorism and banditry, the government is capable of wiping out masterminds of the new wave of urban terrorism activities like kidnaps and murder.

He said Uganda today has well-built military and intelligence capacity and cannot be threatened by terrorists operating from the rural areas.

He, however, said that some of the ADF terrorists and other criminal elements infiltrated into the towns where the government had not fully focused in terms of developing intelligence capacity and executed the recent assassinations.

He reported that the new killings across the country have posted a new challenge but the government has put in place mechanisms to build the intelligence gathering capacity in towns and on highways. He said that they were about to round-off the building of this new capacity.

Museveni further reported that most of the killers behind women murders in the Entebbe - Wakiso areas as well as the killings in the Masaka area have been arrested . He commended Steven Twinomugisha, the Police Officer who killed one of the wanted criminals in Greater Masaka region early this year. 

Twinomugisha shot Muhammad Kidawalime during an attempt to rob one Nakyambadde, a resident of Mukoko village in Bukulula Sub County. Kidawalime had just escaped from court custody where he was facing trial for masterminding robberies and Murders in Greater Masaka region.

The comments come at the backdrop of increased cases of kidnaps in several parts of the country. The highlight was the kidnap and the eventual killing of accountant Suzan Magara, whose family had spent millions of Shillings to save her life, in vain. 

A report compiled by Police recently indicates that kidnaps have risen from 11 in 2016 to 24 in 2017. More than 80 cases have so far been recorded this year, some of which were however, reported to be self kidnaps.
