Mutebile Institutes Investigation into Leaked Letter

Bank of Uganda Governor, Emmanuel Tumusiime Mutebile has instituted investigations following a leakage of his confidential letter meant for the committee on Commissions, Statutory Authorities and State Enterprises (COSASE).

Mutebile was on Tuesday appearing before the committee on Commissions, Statutory Authorities and State Enterprises (COSASE), that is currently investigating irregularities in the sale of commercial banks since 1993 as highlighted in the 2017 forensic audit report by the Auditor General.

The report reviewed the activities in relation to Teefe Trust Bank, International Credit Bank Ltd, Greenland Bank, Uganda Co-operative Bank, National Bank of Commerce, Global Trust Bank and Crane Bank Ltd. 

Auditor General John Muwanga queried among others absence of inventory reports, absence of asset movement schedules or ledgers indicating the bank assets at closure, the assets sold and their selling price, as well as performing and nonperforming loans.

COSASE Chairperson Abdu Katuntu cited a letter signed by Governor Mutebile making rounds on social media indicating that confidential documents have been sent to him.

Katuntu who denied knowledge of the letter also indicated that the committee secretariat had not received such a letter or even the purported documents. He said that it was unfortunate that a letter written to him can leak on social media even before reaching the intended office.

In response, Governor Mutebile apologized for the leaked ‘premature' letter noting that he has since instituted an inquiry to find out who exactly leaked the letter.
