Nakaseke district failed to utilize a sum of 718 million Shillings allocated for the recruitment of staff in the financial year 2016/17.
The district was supposed to recruit five specialists at Nakaseke hospital, 11 agriculture extension staff, Primary and secondary school teachers as well as tertiary tutors. Part of the money was meant for payment of gratuity arrears for four pensioners.
But a statement dated October 26, 2017, released by Nakaseke District Vice Chairperson Richard Mavuma explains that the money was returned to the consolidated fund after the district failed the advertised positions failed to attract applicants. The process cost the district a sum of 424 million Shillings.
Mavuma adds that the allocation of 131 million Shillings was returned after establishing that the four pensioners were nonexistent. Only the recruitment of teachers and tutors was successfully conducted.

Among the staff that the district failed to attract were medical officer's special grade for internal medicine, general surgery, community health personnel, Pediatrician and obstetrician/gynaecologists.
Currently, two of the needed staffs are available at Nakaseke Hospital. However, the District Service Commission declined to confirm their appointment without undergoing a thorough interview process. It's reported that specialists shun the jobs at Nakaseke Hospital over poor living conditions, low salaries and distance.
Ignatius Koomu the Nakaseke LCV Chairman says that they have since re-advertised the vacant posts and Ministry of Finance and Health promised to return the money to the district this financial year.

Recently Ntumwa Matovu the Nakaseke Hospital Administrator explained that following the renovation of the hospital and expansion, the hospital is overwhelmed with cases which need specialists for handling.
Ntumwa added that due to the absence of these specialists, some doctors have been asked to handle more assignments to fill the vacuum whereas other cases are referred to other hospitals.
Ronald Ssebuyungo, a veteran in Kikamulo Sub County blames the District Service Commission for failing to source for the needed staff and asked the district to put in place initiatives to attract specialists to work in the hospital.
