The 62-year-old officer becomes the first woman in Uganda to become a two-star general, and only the third in Africa after Major-General Aderonke Kale and Major General Abimbola Amusu, both from Nigeria. She joined the then National Resistance Army (NRA) rebels in 1982, having run away from what she calls persecution of her family by the Milton Obote government.
She is among several officers promoted or replaced in the changes announced this morning.
The list has Major General Nakibus Lakara, who until this week was acting deputy Commander of Operation Wealth Creation, a position that is now occupied by Lt General Charles Angina. Lakara has been appointed commander, Rapid Response Centre.
Brig. Paul Lokech is the new Second Division commander, replacing Peter Elwelu who was recently promoted to major general and appointed Commander Land Forces. After serving in Somalia, Lokech was sent to Russia as a Defence Attaché.
Brig. Sam Kavuma, who has been 5th Division Commander, has been transferred to Air Force as deputy Commander. Col. Michael Kabango is promoted to Brigadier and appointed 5th Division Commander. Kabango has been the Defence Attaché to Somalia.
Brig. George Igumba has been appointed Chief of Personnel and Administration, replacing Joseph Musanyufu who was yesterday promoted to major-general and appointed Uganda People's Defence Forces (UPDF) Joint Chief of Staff. Until the latest changes, Igumba has been the deputy Commandant of Senior Command and Staff College, Kimaka.
The changes also affected the public relations department of the UPDF with Brig. Richard Karemire being appointed to replace Lt. Col. Paddy Ankunda as army spokesperson. Brig Karemire has been the Deputy Chief of Military Intelligence. Ankunda told URN on phone that his replacement is part of the bigger changes taking place in the army.
Col Henry Matsiko, who was for a long time at the Kyankwanzi-based National Leadership Institute (NALI) before moving to Patriotic Secretariat, has been promoted to Brigadier and appointed Chief Political Commissar. Matsiko replaces Col. Felix Kulayigye. Col Patrick Mwesigye, who has been at NALI, Kyankwanzi, replaces Matsiko as head of the Patriotic Secretariat.
Col. Chris Bbosa has been promoted to Brigadier and appointed Deputy Commander, Senior Staff College, Kimaka. Bbosa has been the Course Coordinator at the same college.
The changes appear to be part of an ongoing process in the army where, three days ago, President Yoweri Museveni replaced the top leadership including the Chief of Defence Forces (CDF), General Katumba Wamala and his deputy, Lt-General Charles Angina. Wamala was appointed State Minister for Works, while Angina took over as deputy Commander of Operation Wealth Creation.
General David Muhoozi was named new CDF, after being promoted from the rank of Lieutenant-General to General. Muhoozi, 52, was until the latest changes Commander of the Land Forces.
Major-General Wilson Mbadi was promoted to Lieutenant-General and appointed Deputy Chief of Defence Forces. Mbadi, who served for a long time as Museveni's chief body guard, has been Joint Chief of Staff.
The changes also saw Major-General Muhoozi Kainerugaba, the Commander of Special Forces Command (SFC) replaced and appointed senior presidential advisor in charge of special operations. He was replaced by Don Nabasa who was promoted to colonel.
