The State Minister for Economic Monitoring in the Office of President Peter Ogwang has ordered investigations on Namisindwa district local government officials over shoddy works on government projects.

The officials include the District Production and Marketing Officer David Miteyero, Barnabas Nambwila, the Principle Assistant Secretary, the Luwa town council town clerk Irene Nansimwa and other sub-county chiefs and town clerks who are accused of inflating costs of projects in the district and supervising shoddy works.

Ogwang who was in the district for monitoring discovered that money disbursed to the district was allegedly mismanaged and does not correspond with the works. He cited the Namisindwa district headquarter structure whose construction started in 2018 but has since stalled despite spending 600 Million Shillings.

The district received over 900 Million Shillings as startup capital in 2017 when the district was carved from Manafwa.

Robert Mukelule, the Engineer is accused of inflating figures in the Bills of Quantities for the construction of the block and failing to implement some of the items in the BOQs, and including his allowances of 1 Million every time he supervised the project. There was no billboard at the site yet it was indicated in the BOQs and they were no trees planted at the same site.

Mukelule together with a section of sub-county chiefs and town clerks are also accused of over costing the prices of constructing sub-county headquarter buildings which works are also shoddy.

The Bupoto sub-county headquarters have since 2017 stalled and 17 Million Shillings that were meant for construction have never been utilized. Luke Wokora, the Bupoto LCV Councilor Luke Wokora told Ogwang that they don’t know how the funds were put to use.

However, Mukelule, denied having received 50 Million Shillings for the town councils and sub-county headquarters. He explained that he received 20 Million Shillings for each of the two projects.

But the Minister insisted that each sub-county received 50 million and that the engineer should account for the 30 Million Shillings. did. Ogwang said that the police are going to investigate the officers who are misusing public funds.

Franco Olaboro, the Namisindwa Chief Administrative Officer confirmed that there are shoddy works, but said that many of the projects were implemented about four years ago before he was in office.

He partly blamed the problem of shoddy works on the absence of substantive staff in the district which he said compromises service delivery.
