Members of Parliament from the ruling National Resistance Movement-NRM have agreed with President Yoweri Kaguta Museveni to rationalize all agencies the government has proposed.
In a resolution signed by Hamson Obua, the Government Chief Whip, the MPs also agreed to defer the rationalization to three years of three government agencies: the Uganda Coffee Development Authority [UCDA], the Uganda Dairy Development Authority [UDDA], and the National Information Technology Authority, Uganda [NITA-U].
There has been a lot of opposition to the rationalization of some agencies. Word emerged that some agencies had given MPs bribes to vote against their rationalization. This resolution means that the Uganda National Roads Authority [UNRA] is returning to the Works and Transport Ministry.
Parliament recently declined to rationalize the above agencies despite the appeal by President Museveni. In the resolution, the MPs said they were moved by the speech of the president on why these agencies should go.
Early this week, Museveni met parliamentary committee chairpersons in which they resolved to rationalize these agencies to reduce government expenditure and improve service delivery. “Rationalization must go on as the correct system by having a structure that is not extravagant,” Museveni stated, reinforcing the government’s commitment to streamlining operations and reducing wastage.
