Ntoroko CAO Cancels Appointment of New Health Center In Charge

The CAO Anselim Kyaligonza has cancelled the transfer of Dr. Sekanabo and ordered him to return to Karugutu Health Centre IV where he was working as a surgeon without giving any reasons for the decision.

Ntoroko Chief Administrative Officer has bowed down to pressure from residents of  Rwebisengo Town council and reversed the demotion of Dr. Joshua Mugarra, the in-charge of Rwebisengo Health Centre IV. On April 26th, 2022, the CAO issued a letter transferring Dr. Sekanabo Nimron, a surgeon from Karugutu health Centre IV in Karugutu town council to Rwebisengo health Centre IV to replace Dr. Mugarra. 

“Arising out of the need to strengthen effectiveness and efficiency in service delivery, it has been deemed necessary to assign you an in charge Rwebisengo health Centre IV along with your normal duties with immediate effect. By copy of this letter Dr. Joshua Mugara should hand over office to Dr. Nimrod Sekanabo and the office of the senior internal Auditor is asked to ensure the handover is effective,” the letter read in part.  

The letter didn’t indicate any reasons for the decision, which did not go down well with the residents, who rose up arms. They petitioned the CAO asking him to rescind the decision on account that Dr. Mugarra was a dedicated medical officer who has transformed the health center to greater heights. 

“We have been informed of the de-assignment of Dr Mugarra from leadership duties of Rwebisengo health Centre IV, for reasons best known to the appointing authority. To our dismay, this has come in the middle of his effort in heading the Twejanjabe campaign, to whom we have already trusted with our resources to improve the overall health care in the town council,” the petition reads in part.  

Now, the CAO Anselim Kyaligonza has cancelled the transfer of Dr. Sekanabo and ordered him to return to Karugutu Health Centre IV where he was working as a surgeon without giving any reasons for the decision. “This is to communicate to you that your transfer to Rwebisengo health Centre IV as an in-charge has been cancelled. You are therefore asked to return to your former station at Karugutu health Centre IV with immediate effect to perform duties of a medical officer,” the letter reads in part.

Kyaligonza couldn't be reached for comment on his recent decision since his known mobile number was switched off.  Earlier on, Williams Kasoro, the Ntoroko LC V Chairperson, said that a section of individuals mobilized the local population to participate in demonstrations without explaining why the facility got a new in charge.

Dr Richard Mugahi, the Commissioner in charge of reproductive health told URN that the authority to transfer civil servants lies in the hands of the CAO. He explained that the ministry had advised that a new staff who is a surgeon be transferred to Rwebisengo Health Centre 1V to strengthen the services.

“The procedure is very clear, every health Centre IV must be having at least two surgeons as recommended by the ministry of health this helps the unit to be fully functional, in case one is not available another one can work or they can be on a joint duty,” Dr Mugahi stated. Dr. Mugahi expressed concern that the community members have initiated a bad trend of influencing such serious government decisions without justifiable reasons.
