Nurse Caught Sleeping, Patients Stranded During Impromptu IG Visit to Kamukira HC IV

Kamukira is the only health centre IV in Kabale Municipality, yet the area which has three divisions does not have a Health Centre III, which leaves patients with not so many options at their disposal. As part of the ongoing anti-corruption week, the Inspectorate of Government made an impromptu visit to the facility, to among others, review its services and operations.

Several patients were found stranded outside a closed health facility with no one to attend to them when a team from the Inspectorate of Government made an impromptu visit to Kamukira Health Centre IV, in Kabale Municipality.

Kamukira is the only health centre IV in Kabale Municipality, yet the area which has three divisions does not have a Health Centre III, which leaves patients with not so many options at their disposal. As part of the ongoing anti-corruption week, the Inspectorate of Government made an impromptu visit to the facility, to among others, review its services and operations.

But to their surprise, the facility was closed by 3 p.m. on Saturday, when the team led by Anne Muheirwe Twinomugisha, the Deputy Inspector General of Government (IGG), and Sam Agaba, the head of the IGG in the Kigezi branch arrived. After more than 40 minutes of waiting, they found one of the nurses sleeping and not dressed in a uniform.

After repeated calls, the in charge of the facility, only identified as Daniel, told the team that this was just a mistake. The facility is expected to operate 24 hours, each day of the week.

Twinomugisha says that during the time they spent at the facility, they were told by patients that health workers atKamukira Health Centre IV only operate half-day during weekends. Twinomugisha says that such acts of absenteeism are promoting corruption in Uganda and pledged to liaise with the Ministry of Health to investigate the conduct of the health workers.

Twinomugisha says that the government loses two billion Shillings annually in the health departments through absenteeism of health workers.

Joan Akansasira and Mackline Kemigisha, both patients who were found at the facility told our reporter that they are used to the situation where the facility only operates up to mid-day during weekends.

Later,  Daniel and another health worker who declined to reveal her name questioned why the IG team targeted health workers instead of focusing on whether the facility is effectively using funds allocated to them. They also argued that IG officials were too harsh to receive any explanation.

The Inspectorate of Government in conjunction with the German Society for International Co-operation -GIZ, recently conducted a survey in various government departments and discovered that Uganda loses  20 trillion Shillings annually through corruption, according to Twinomugisha.
