Omoro District LCV Chairperson Peter Douglas Okello wants the government to decentralize procurement of farm inputs under Operation Wealth Creation (OWC) to districts.
Okello also wants government to allow districts monopolize the supply and distribution of farm inputs to competent seeds firms in the country.
He says centrally procuring seeds from the OWC secretariat has been marred by late deliveries rendering it ineffective. He says since seed firms deal in localized seeds multiplication, there is better chance for them to supply quality seeds from research organizations.
Currently, seed supplies under OWC are being handled by the secretariat of Operation Wealth Creation in Kampala. Okello says this has led to late deliveries of farm inputs.
According to Okello, government should utilize such seeds companies in the various Agriculture Ecological Zones in the country to fast track the achievement of middle-income status.

Some farmers in Omoro district agree with Okello. They say late supply of seeds is the biggest hindrance to increased production.
Martin Opiro, an Operation Wealth Creation (OWC) trained market-oriented farmer in Koro Sub County says he is optimistic that seed firms are capable of distributing quality seeds in time for planting.

Dr Joseph Oriokot, a Senior World Bank Agriculture Specialist says the seeds value chain is structured in such a way that seed multiplication firms are in charge of distributions of quality certified seeds multiplied from the Foundation Seeds they received from researchers.
Dr Oriokot says decentralizing seeds distribution to community seed companies and Agro Input firms will ensure that farmers get quality inputs checked by agronomists at various stages of growth.
