Over 80 Ex-LRA Abductees Conned in Resettlement Scam

The two reportedly collected between 40,000 and 100,000 Shillings from their victims as transport and registration fees to help them benefit from a resettlement package in which each of them was expected to receive at least 2.5 million Shillings to help them engage in gainful livelihoods and facilitate their reintegration within their respective communities.

Over eighty ex- Lord’s Resistance Army (LRA) abductees in Omiya Anyima Sub County in Kitgum district have been fleeced by suspected con-men in a resettlement package scam.   

Omiya Anyima Sub County Chairperson, Julius Peter Otto says that the victims were duped by two people, identified as Patrick Odongkara and Innocent Onentooa, residents of Pader and Kitgum districts respectively, who claimed  to be employees of Vision World.

The two reportedly collected between 40,000 and 100,000 Shillings from their victims as transport and registration fees to help them benefit from a resettlement package in which each of them was expected to receive  at least 2.5 million Shillings to help them engage in gainful livelihoods and facilitate their reintegration within their respective communities.

The two, who are also Ex-LRA abductees are reported to have used the opportunity and advantage of being familiar with their victims. Otto says that he learnt of the scam after complaints from unsuspecting ex-LRA abductees who were mobilized from villages to benefit from the package.

Preliminary investigations also show that Odongkara solicited unspecified amount of money from over twenty ex-LRA abductees in Wol Sub County in Agago district under the guise of offering them resettlement packages.    

Sipriano Otim, a victim of the scam says after obliging with all requirements and depositing their amnesty cards, they were dismayed when the suspects continued to cancel their days of travel to Gulu to pick their entitlements.

He says that upon discovering that they had been conned, they opted to petition the sub county leadership to help intervene into the matter by tracing the fugitive suspects and recover their money.

When asked to comment, Odongkara refuted accusations of being a conman and instead said the ex-abductees should be patient.

The victims have now lodged a complaint of obtaining money by false pretense against the suspects at Omiya Anyima police outpost.

Aswa River Region Police Spokesperson Patrick Jimmy Okema says investigations into the matter are ongoing and urged the public to desist from being lured into dubious dealings.
