The beneficiaries from seven parishes are yet to receive the funds. The Parishes include Kapyani in Nankodo sub county, Namawondo in Kibuku town council, Kadoto, in Bulangila town council, Kabusule in Nabiswa sub county, Nanoko parish in Lwatama sub county.
Development Model beneficiary groups in Kibuku District are concerned about
delays to release of funds for the program.
The program was launched by President Yoweri Museveni last year in Kibuku
district. Under the PDM, each parish is supposed to receive 17 Million
Shillings in this financial year. The money will be increased to 100 million
shillings in the next financial year.
However, the beneficiaries from seven parishes are yet to receive the funds. The
Parishes include Kapyani in Nankodo sub county, Namawondo in Kibuku town
council, Kadoto, in Bulangila town council, Kabusule in Nabiswa sub county,
Nanoko parish in Lwatama sub county.
Lovinsa Mugala, a treasurer of one of the groups in Bulangila town council says
that they received an account number which makes them doubt whether they will
receive the money three months after they were registered.

At the beginning of this month, the budget committee of parliament raised
queries over the Government's preparedness to implement the Model following a
funding shortfall of Shillings 72.8 billion required to coordinate the program.
The Chairperson of the Committee on Public Service and Local Government
informed the committee that there was a shortfall of 72.8 Billion Shillings required
for effective implementation of the PDM in the financial year 2022/23.
The program aims at helping people from the
parish level to increase their household incomes and join the middle-income
status. The approach to development is envisaged under the National
Development Plan 3, delivering services closer to the people and fostering economic
