Reuben Mutabaazi, the Kabale District Internal Security Officer, revealed that they are currently investigating cases involving arts teachers who should have been earning between Shillings 600,000 and 900,000 but were falsely classified as science teachers with a salary scale of 2.6 million Shillings.
The Kabale
Municipality Human Resource Officer, Beddah Mugyendesa, and the Accountant in
charge of salaries, Gideon Ahebwomugisha are being investigated for allegedly
inserting ghost civil servants onto the government payroll and falsely
categorizing some secondary school art teachers as science teachers.
In the 2022/2023 financial year, the
government implemented a 300 percent salary increase for science teachers in
secondary and post-primary institutions. The increment
saw graduate science and Grade V teachers get Shillings 4 million and
Shillings 3 million up from Shillings 1.1 million and Shillings 796,000 respectively.
Security investigation shows that it appears Mugyendesa
and Ahebwomugisha took advantage of this opportunity to include nonexistent science
teachers on the payroll. Reuben Mutabaazi, the Kabale District Internal
Security Officer, revealed that they are currently investigating cases

This manipulation has resulted in over 12 million Shillings
being wrongfully paid to the arts teachers.

Godfrey Nyakahuma, the Kabale Resident
District Commissioner, disclosed that 60 cases are under investigation.
Additionally, Nyakahuma stated that the art teachers involved in this scheme
would pocket 30 percent of the extra salary while handing over 70 percent to
Mugyendesa and Ahebwomugisha.
As investigations continue, security and
Kabale municipality authorities have decided to deduct 30 percent from the
salaries of the implicated teachers until the entire amount is recovered.

the run, and their actions have resulted in financial losses for the government
due to incorrect payments to nonexistent and misclassified civil servants.

Attempts to contact
Mugyendesagye were unsuccessful as his mobile phones were switched off.
Ahebwomugisha claimed that he only processes payments based on the approved
list from the Human Resources office.
