Payrolls for Demobilized Arrow Boys Fraught With Anomalies

The authorities in Soroti district are concerned about the anomalies that have fraught the payment of the demobilized arrow boy militias.
A payment list bearing fake names has been unearthed; a week after more than 400 members of the defunct arrow boy's militia group stormed the Soroti resident district commissioner's office demanding for their pay.
Last week, the group claimed that their names were omitted from the list of former fighters who are currently receiving their terminal benefits.
Some former arrow boy's militia now claim that they may never be paid because their names could have been omitted and replaced with fake claimants from Buganda and Busoga.
Justine Ooja, The Soroti municipality former Arrow commander accuses the pay team of using a fake list to the disadvantage of the genuine beneficiaries.

But the state minister for Disaster preparedness and Relief Hon. Musa Ecweru explains that the anomalies on the payroll could have been caused by the failure to reconcile the number of guns used during the fight and the number of people that could have used the guns.
He says the number of guns issued was less than the number of arrow boys deployed and sometimes the arrow boys would be forced to share the guns.

Alice Alaso, the Soroti district Woman Member of Parliament says she intends to forward the matter to government for investigation into the possible cause of these anomalies.
Recently, Government released more than one billion shillings to pay arrow deserters and to compensate families of arrow boys who died while fighting alongside Uganda Peoples Defense Forces to flush out LRA rebels who had invaded Teso in 2003.
