A battle has erupted between
Hoima district and Hoima municipal council over the ownership of the Boma ground. The ground that seats on a four-acre piece of
land is located opposite the Hoima Referral Hospital in Hoima town.
It is the only place for hosting
sporting activities and public functions across the district. Today, it is used

established that there is ongoing bickering between the two administrative units
stemming from the failure by the district to surrender the title for the land
hosting the ground. The squabble reached its height when the Municipal
authorities demanded that the district hands over the Title to pave way
for the construction of a 6.5 billion Shillings mini stadium at Hoima Boma

the implementation of the Project, which is funded under phase three of the
Uganda Support to Municipal Infrastructure (USMID) program.
The program, designed to enhance
institutional performance of 14 Municipal Councils so as to improve urban
service delivery has seen a tremendous transformation in the municipalities of Arua,
Lira, Gulu, Soroti, Entebbe, Mbale, Tororo, Jinja, Masaka, Hoima, Fort portal,
Mbarara, Kabale and Moroto.
The Hoima Municipal Mayor is
however, bothered that their progress in the implementation of the project is threatened.
She says that despite paying 156 million Shillings to compensate for the costs incurred
by the district in processing the title for the ground, the district has declined
to submit the title to the municipal council under whose authority, Boma Ground

Mugasa has appealed to the
district authorities to immediately release the title so that construction
works at Hoima Boma grounds can kick-off.

URN has also established that
initially, the ground’s land title was processed by the district which they
kept in their custody before Hoima town council was elevated into a municipal
status in 2010.
Mugasa said the mini-stadium once
complete will also have cafeterias, gardens, modern courts for volleyball,
tennis and basketball as government moves to elevate Hoima from a municipality
to an Oil City Status.
