Police Arrests LDU Officer for Shooting Man Dead

A Local Defence Unit –LDU Officer identified as Abdul-Aziz Mwanje, has been arrested for allegedly shooting a civilian dead at Kabusu in Rubaga Division. Mwanje, who allegedly shot Jimmy Ssetumba, a resident of Bunamwayam on Tuesday morning, is now locked up at Old Kampala Police Station.

Kampala Metropolitan Police Spokesperson Patrick Onyango says the trouble started when a female entertainer whom witnesses described as a commercial sex worker raised an alarm accusing Ssetumba of snatching her bag.

According to Onyango, the alarm attracted the intervention of LDUs who were on foot patrol, a few meters from the incident scene. Upon arrival, the LDUs allegedly ordered Ssetumba to stop in vain prompting Mwanje to discharge a bullet that hit the deceased on the head., He died instantly.

An eye witness, Moses Kayongo alleged that Ssetumba and his accuser were involved in a sexual affair and that the deceased was a regular client of the renowned commercial sex worker in the area.

Kayongo says the two started quarrelling over money after emerging from a guest house with Ssetumba pleading with the woman to refund some of his money in vain. In the process, Ssetumba allegedly grabbed the woman's bag leading to a quarrel that allegedly lasted for about 10 minutes.

In the process, the woman sounded an alarm, which attracted the LDUs. Onyango says they do not have clear information about the exact cause of the incident yet.

The victim was about five meters away from his accuser whose bag he was holding. Police have since arrested Mwanje on charges of murder as the Officer in Charge –OC of Criminal Investigations and his team piece together information to establish the actual cause of the shooting.

Last week, another LDU officer was arrested for shooting a civilian at Buyala under Wakiso Policing Division.  The Kampala Deputy Police Spokesperson, Luke Owoyesigyire, identified the Buyala victim as Sam Odukur, a suspect whom police had gone to arrest for assaulting his wife and the village Chairman, Musa Ssemakula.

The Buyala incident came a week after other LDU killed a man who was allegedly strangling a student of Makerere University Business School – MUBS. The deceased was identified as Tonny Kigozi. He was gunned down around 11 p.m. at Mutundwe, still in Rubaga Division of Kampala on allegations of attempting to strangle, Anita Namayanja.
