The on-going 25th Police Council session at Naguru police headquarters have resolved to promote all Regional Police Commanders –RPCs to the rank of Assistant Commissioner of Police-ACP.

The on-going 25th Police Council has resolved to promote all
Regional Police Commanders –RPCs to the rank of Assistant Commissioner of
Assistant Inspector General of Police –AIGP Asan Kasingye, also Police’s Chief
Political Commissar, says that the Police Council found it inappropriate for
RPCs to be at the same ranks with their juniors.
Currently, none of 26 RPCs is at the rank of ACP. A few of them are at the rank
of Senior Superintendent of Police –SSP while majority are at the rank of
Superintendent of Police –SP and others are just Assistant Superintendents of
Kasingye said Police Council that is sitting for the first time since Martin
Okoth Ochola and Maj Gen Muzeyi Sabiiti were appointed Inspector of Police –IGP
and Deputy IGP respectively, resolved that command structures must be
streamlined to ensure one’s appointment matches his rank.
Similarly, Police Council, according to Kasingye has made a decision to promote
all District or Division Police Commanders –DPCs to the rank of Superintendent
of Police- SP. There are several DPCs at the rank of ASP especially those in
Police have now decided that no police officers below the rank of ACP should be
appointed to be an RPC and no policeman or policewoman below the rank of SP
should be holding a position of DPC.
Kasingye said police have realised that the command structure had been somehow
broken but they must be restored through ensure a commander or head of a unit
must be possessing a rank befitting his title.
“For somebody to serve as an RPC must be at the rank of ACP and for a DPC, he
or she must be a Superintendent of Police. When you go upcountry you find some
DPCs putting on ASPs. These are thing were going to address,” Kasingye said.
Some of the police officers working as DPCs but holding the rank of an ASP
include Kampala Central Police Station –CPS command Ronald Wotwali. Other heads
like director Forensic Christ Mubiru is at the rank of SP just like commander
of Anti-Narcotics Unit Tinka Zarugaba.
Although Kasingye could not divulge when the next promotion will be conducted,
source revealed that Police Council has hint on conducting the promotions in
January 2020. Police is currently stuck with 5000 officers between the ranks of
ASPs and SSPs waiting to be promoted.
Police last conducted a promotional exercise in 2016 under Gen Kale Kayihura’s
reign as IGP but the promotions were marred with bribery and tribalism
allegations that were probed by Inspectorate of Government.
