Mbabazi, who was expected to address a campaign rally at Angwecibange Primary School play ground in Dokolo town council at 4pm arrived shortly after 6pm.
The confusion started about 10 minutes after Mbabazi arrived at the main roundabout in Dokolo town council in the convoy of 10 vehicles from Amolatar, with hundreds of his supporters.
More than 40 police personnel armed with teargas canisters and AK47 rifles and commanded by the Dokolo District Police Commander, Aminsi Kayondo fired teargas after Mbabazi attempted to enter the play ground where he was expected to address the rally.
DPC Kayondo says Mbabazi arrived past 6pm, beyond which it is against the law to campaign.
Mbabazi delayed in Amolatar district where he addressed three different rallies including the one at Namasale landing site and in Kangai sub-county.
Earlier in the day, his rallies in Amolatar district were interrupted by heavy rain.
Boniface Alilo, the Dokolo district mobilizer for Mbabazi described the police actions as being politically biased.
Mbabazi is expected to hold rallies in Alebtong district Tuesday morning before holding another in Lira in the afternoon.
