The Director Criminal Investigations Directorate-CID, Grace Akullo has reshuffled and transferred 88 senior detectives through the Directorate of Human Resource and Administration-HRA.

Akullo sought clearance from the Inspector General of Police (IGP) Okoth Ochola and the Director HRA, Moses Balimwoyo to reshuffle officers from the rank of Commissioner to Assistant Superintendent.

In a message dispatched to all police units on Friday evening, Baguma Tumuhimbise who has been the head of the Homicide department of CID has been transferred to head the War crimes Department.

Tumuhimbise didn't conduct  any direct investigations during his two year's tenure as head of Homicide apart from guiding Regions, Districts and Divisions in their investigations. By the time he was brought to homicide, the former IGP, Kale Kayihura had weakened CID and made it dysfunctional without funding.

Akullo has also brought back Senior Superintendent of Police, Mark Odong as the Commandant Special Investigations Division (SID). Mark Odong left SID in 2016 when he was sent for a course at the Senior Staff and Command College Bwebajja.

After completing his course, he was appointed to head the criminal case tracking unit under the IGP's Office, which was recently returned to CID by Okoth Ochola.

Before joining SID, Mark Odong worked a as the Regional CID Commandant Kampala Metropolitan South and was later appointed head of the homicide department.

Charles Mutungi has also been brought back as head of the Land Protection Police unit. Mutungi was removed from Land Protection in 2017 when Kayihura ordered for vetting of all personnel in the unit.  He was replaced by Christine Nanding and remained without any office.

Senior Superintendent of Police (SSP) Joseph Ojinja has been appointed head of the government programs, Projects, Fraud and Anti-Corruption Department. Prior to his appointment, Ojinja was working under the same department but mainly handling investigations on fraud in government projects.

Ojinga, who joined police as a cadet officer in 2007, is well remembered for his role in investigating fraud in Public Service and the Office of the Prime Minister in 2012.

Rebecca Namugenyi, the former CID Commandant Kampala metropolitan Police (KMP) has also formally been appointed head of Sexual and child related crimes.

Namugenyi has been holding the position in an acting capacity. Namugenyi is remembered for having been chased out of KMP after she was implicated for having received a bribe and tried to kill a murder case against city businessman, Muhammad Sebuwufu.

The then DPC Central Police Station (CPS) Kampala Aaron Baguma reported that Namugenyi had received money from Sebuwufu and written off the murder case as a mob justice.

It is upon this complaint that investigations into the case were reinstituted and Ssebuwufu together with several others were charged with the murder of Donah Katushabe.

Bernard Kirya Sisye who has been the Regional CID commander for Elgon has been appointed head of the Economic Crimes Department while Godfrey Emojong is the new head Central Government and Mission fraud department.

The message also saw a number of Regional, District and Division CID head transferred and others reverted back to General Police, Field Force Police and Interpol.
