Police Summons Masindi District Officials Over Alleged Corruption

The summoned officials are John Kasaija, the Masindi municipal engineer, Deo Kabugo, the town clerk Masindi Municipality, Lameck Atugonza, the Masindi district and his supervisor John Muhumuza. Others are Alfred Onen, the District Water Officer, Geoffrey Nkurunziza, the former acting district Chief Administrative Officer-CAO, Patrick Okise, the district internal auditor, Godfrey Byarugaba, the district procurement officer and David Baguma, the Masindi chief financial officer.

Police in Masindi has summoned nine Masindi district officials to appear before detectives and record statements regarding allegations of shoddy works and corruption.

The summoned officials include;e John Kasaija (Municipal Engineer), Deo Kabugo (Town clerk Masindi Municipality), Lameck Atugonza, ( Masindi district) and his supervisor John Muhumuza.   

Others are; Alfred Onen (District Water Officer), Geoffrey Nkurunziza, (former acting district Chief Administrative Officer),  Patrick Okise (district internal auditor), Godfrey Byarugaba (district procurement officer) and David Baguma (Masindi chief financial officer).  

They are accused of corruption and negligence of their duties by failing to supervise the construction of the various government projects that led to shoddy works and loss of taxpayer’s money.        

This follows a directive by the state minister for economic monitoring Peter Ogwang to Masindi police to arrest the nine district officials for allegedly supervising and approving payments of billions of monies on various government projects in the district yet shoddy works have been exhibited on the projects.

  

While monitoring the various government projects that are being undertaken in the district on Sunday last week, Ogwang faulted the officials for corruption and negligence of duties that led to loss of taxpayers' money through shoddy works.    

A case in point, Ogwang accused Kasaija and Kabugo of failing to monitor the construction of Katasenywa Health Centre II in Nyangahya Division where the government injected 490 million shillings, but Ogwang says that there was no value for money.  

Ogwang also faulted the Masindi District Engineer and his team for doing nothing despite shoddy works on Bulima town council administrative block, staff quarters at Kihagani Primary School, and Bwijanga health Centre IV in Bwijanga Sub County.   

He also faulted the water officer of sanctioning full payment for the construction of four boreholes in the greater Kimengo sub-county which were never constructed.   

Edinah Nyinareza, the Masindi District Police Commander - DPC told Uganda Radio Network in an interview on Wednesday that the officials have been summoned and they are to appear before detectives at Masindi central police station today to record statements.  

She has however declined to divulge more details of what would happen to the officials after recording their statements.  “It is true we summoned the officials on Monday and they are to appear before detectives today so that their statements can be recorded in regards to the cases put against them,” said Nyinareza.  

Rogers Kati, a resident of Masindi said he wants justice to prevail and all the implicated officials be arrested and arraigned before court.

He adds that there are several reports of shoddy works exhibited on government projects in the district saying this is a clear indication that leaders and civil servants in the district are corrupt and have failed to play their roles of supervising government projects which has led to the misuse of the taxpayers' money.

He wants the police to thoroughly investigate the implicated officials and have them arrested for justice to prevail.
