Poverty Levels in Uganda on the Increase

The 2006 State of Uganda's population report shows that poverty levels in Uganda are on the increase despite increased donor funding and economic growth.
The report, which among other issues presents a link between population growth and poverty levels indicates that the number of poor people has risen from about 8 million in 2000 to 10.4 million in 2006.
According to the report, which will be launched this Thursday, poverty is concentrated in rural areas especially in Northern Uganda where only 20 per cent of the population are benefiting from the 5 per cent economic growth.
Some of the factors influencing poverty trends at household level are the high population growth rate, regional inequalities, insecurity and displacement and limited investment in agriculture. Government statistics show that 80 per cent of Ugandans depend on agriculture for their livelihood.
The report also highlights limited access to social services especially education as one of the factors influencing poverty trends at household level despite the fact that primary school enrollment has risen to 7.6 from 3 million in 2003. Other factors are limited access to healthcare, water and information.
The report links poor quality of services to corruption and abuse of public resources.
One of the key strategies in President Yoweri Museveni five-year plan is iBona bagagawalei a project aimed at improving household income.
But Uganda's Finance Ministry is concerned that the increasing population growth rate will prevent a steady improvement in the quality of life of individual families. The population growth rate is projected to increase to 3.6 per cent per annum from 3.3 per cent in the next four years.
Uganda's population stands at slightly over 27 million and is projected to reach 33 million by 2010.
